Reports made about the agreement during its taking shape presented a big initiative from the state-parties when it came to the question of human rights. However, when studying the document the result of the effort to promote human rights is disappointing. The document refers to another agreement signed between the two actors regarding human rights, not enforcing them the way it was hoped and expected to be.
