Abstract
In this master's thesis I study the meaning of the concept of circular migration and the policy discussion and interpretation process regarding the formulation of policies that promote circular migration. I use theories on global political order to analyze how the policy discussion on circular migration relates to concepts such as sovereignty and universal rights. I have chosen to base my study on an analysis of a Swedish parliamentary inquiry mapping och putting forward policy proposals on circular migration and development. In this master's thesis I study the meaning of the concept of circular migration and the policy discussion and interpretation process regarding the formulation of policies that promote circular migration. I use theories on global political order to analyze how the policy discussion on circular migration relates to concepts such as sovereignty and universal rights. I have chosen to base my study on an analysis of a Swedish parliamentary inquiry mapping och putting forward policy proposals on circular migration and development. I conclude that the meaning of the concept of circular migration is interpreted somewhat differently in different context and that this can be related to a power-relation between a discourse of sovereignty and a discourse of universal rights. I also conclude that circular migration provides a pragmatic compromise between a will to open up borders for more migration, and a perceived need to exercise sovereignty and have control over borders.
