- Today evaluation is a popular phenomenon within the public sector, but is the instrumental
use of the results the only purpose it fills? This case study aims to investigate the use of
evaluation in practical social work in municipals with focus on supportive contacts without
documentation requirements based on a new institutional perspective. What purposes for
evaluation can be identified, what incentives are to be found and what needs does evaluation
fill. The case study was based on semi-structured interviews with two members of staff and
the departmental manager of department X in a municipal in the south of Sweden as well as

use of the results the only purpose it fills? This case study aims to investigate the use of
evaluation in practical social work in municipals with focus on supportive contacts without
documentation requirements based on a new institutional perspective. What purposes for
evaluation can be identified, what incentives are to be found and what needs does evaluation
fill. The case study was based on semi-structured interviews with two members of staff and
the departmental manager of department X in a municipal in the south of Sweden as well as
an interview with a political representative. The main outcome of this study was that
evaluation carries many more purposes than solely the instrumental use of evaluation
outcomes. Evaluation results at department X was used as a base for discussion regarding
client satisfaction, but had effect in many more areas. Solely the use of evaluation gave
professional validation and acted as a legitimate tool for organizational confirmation as well
as political confirmation toward the constituency. In an organizational field predominately
driven by the vague and multifaceted objectives evaluation offered a correct performance
more than it produced actual output. Evaluation also filled many symbolic meanings. It gave
the staff and the politician a symbolic image of quality, objective expertise and professional
confirmation which now helps to maintain the legitimate status evaluation hold for my
