Abstract
Through the development of cross-border cooperation within the European Union, social policy has become an issue for regional policy development. While primarily being a part of national politics, today social policy is influenced by European institutions and regional actors. In this essay I examine how social policy is integrated in strategies for development in the Öresund region. Through the method of discourse analysis I focus on what perspectives of social policy that are represented in the strategies for Öresund regional development. Through the development of cross-border cooperation within the European Union, social policy has become an issue for regional policy development. While primarily being a part of national politics, today social policy is influenced by European institutions and regional actors. In this essay I examine how social policy is integrated in strategies for development in the Öresund region. Through the method of discourse analysis I focus on what perspectives of social policy that are represented in the strategies for Öresund regional development. The strategies are formulated in three official documents that represent a European, national and regional level. My findings are further more connected to a discussion about state authority and governance. The method I use is based on Laclau & Mouffes’ discourse analyses. The theoretical background is founded in Gary Marks concept of multi-level governance. My findings suggest that three different themes of social policy are represented: innovation of the public sector, integration and participation on the labor market and welfare system as a border barrier. The strategies from different jurisdictional levels contribute each other and focus on similar issues, though the authority of regional actors is emphasized. (Less)
