Abstract
In Sweden children with special needs have a right to education according to Swedish law. Apparently this is rather obvious. Still, many parents of children with special needs find that they must fight – as it were – for their child’s right to equal education. This fact rhymes badly with the educational system’s huge focus on human rights if one is to judge by its public profile strategies.
With this essay I intend to explore the degree of realization of children’s right to education as well as the headmasters’ role in this. In Sweden children with special needs have a right to education according to Swedish law. Apparently this is rather obvious. Still, many parents of children with special needs find that they must fight – as it were – for their child’s right to equal education. This fact rhymes badly with the educational system’s huge focus on human rights if one is to judge by its public profile strategies.
With this essay I intend to explore the degree of realization of children’s right to education as well as the headmasters’ role in this. The essay will deal with a selection of schools in the Svalöv municipality in Scania. The subject is of special interest right now as Sweden introduced a new educational law (2010:800) which was implemented on July 1st 2011. The new law is an enhancement which, if correctly implied, may provide positive changes for children with special needs.
Nevertheless the investigation seems to indicate that there is quite an uneven quality in the education and opportunities offered to children with special needs in the Svalöv municipality. At the beginning of the investigation I assumed that the headmasters of the schools would
consciously employ human rights for the purpose of advertisement for their schools, but afterwards would have no intention of acting as they preached. In reality it seems that there is a combination of economics mixed with the idea that developmentally impaired children belong in special schools. (Less)
