Abstract (Swedish)
The controversy of the Swedish arms trade is expressed in the Swedish parliament as well as in the media. With the increase in arms trade profits, Sweden is in 2011 the country with the highest rate of arms trade per capita in the world.
The core of the debate is the conflict between the national security interests, and human rights. Guidelines prohibit arms exports to countries in battle, in spite of this arms exports are being approved to countries involved in military conflicts. Cases which are evaluated, initially seems to challenge the guidelines. Statements from government representatives are analyzed to find justifications for approving arms trade. The controversy of the Swedish arms trade is expressed in the Swedish parliament as well as in the media. With the increase in arms trade profits, Sweden is in 2011 the country with the highest rate of arms trade per capita in the world.
The core of the debate is the conflict between the national security interests, and human rights. Guidelines prohibit arms exports to countries in battle, in spite of this arms exports are being approved to countries involved in military conflicts. Cases which are evaluated, initially seems to challenge the guidelines. Statements from government representatives are analyzed to find justifications for approving arms trade. The purpose of the analysis is not to underpin the critique but the argumentation for justifying arms trade.
Applied theories are realism and liberalism. The traditional theories within the field of international relations are applied to get a deeper dimension from the statements in the analysis. Tracing ideas in political statements helps to uncover different motives for arms trade. Translating the abstract theories into world views, principal believes and casual believes provides us with a tool to systematically examine the empirical statements. The analysis uncovers the complexity of foreign policy and how it connects to arms trade. The changed world view after the cold war encouraged international cooperation in a liberal understanding. However, national security interests are highly prioritized matters and must be considered, which translates to a realistic perspective. The main indicators for approving exports are because of the superior interests of national security.
