Abstract
During the twenty-first century, questions concerning the use of information and communication technology have become a priority on the international agenda, according to the UN; we are now entering an Information Society. The World Summit on the Information Society was a possibility for the UN to discuss and establish ethical principles concerning the new society. The purpose of this study is to examine how the UN:s initiative through WSIS have affected the understanding of freedom of information. The purpose of this study is to examine how the UN:s initiative through WSIS have affected the understanding of freedom of information. In this study, the theoretical framework is inspired by Norman Faircloughs critical discourse analysis and his use of the terms discourse and discursive practice. To demonstrate the central understanding of the concept, it is discussed from the opposing pairs freedom of information as a right-freedom and aim-method. The analysis shows that the UN during the WSIS two phases emphasized the concept as a right and method. Further, the importance of access to information was stressed at the expense of free dissemination of information. Consequently, established power structures is maintained through the avoidance of politically sensitive topics as censorship. (Less)
