- Numerous Government have raised concerns about the absence of a global instrument that would regulate the ever growing trade in conventional arms and reduce the human suffering that the illicit transfers contributes to. Negotiations have been taken place and states and other participant such as NGO:s have been asked to contribute to the debate. Many different problems and criticisms have been raised and though most partys have been positiv to the all over treaty, several every important questions have been addressed.
The purpose for this essay is to investigate the fundamental issues related to the reality of a strong and robust international legaly binding instrument for control over the trade in conventional arms.
