- In July 2011 a new education act came into effect in Sweden. The law consists of, among other things, a paragraph stating that all students must have access to school libraries. After the law was put in place a big debate was started based on differences in the interpretation of the law and different opinions about the role of the school library. The debate has also focused on the big differences between schools, and primarily the differences between public and private schools.
The purpose of this essay is to examine the current status of libraries at smaller upper secondary schools and the different solutions they have developed to meet the requirements of the new law. The purpose of this essay is to examine the current status of libraries at smaller upper secondary schools and the different solutions they have developed to meet the requirements of the new law. In the essay I also present some headmasters’ different interpretations of the law and thoughts about libraries now being a requirement in all schools. Furthermore I study the differences between the several solutions of the schools, to examine whether they are a result of the size of the school, how it is run, or the orientation of its programs. The study consists of Internet-based surveys answered by 70 headmasters on smaller upper secondary schools in Skåne.
I use hermeneutic theory to find correlations between the gathered answers and I find some very interesting connections. Among other things it turns out that school libraries are more common in public schools and that the public library is more often used by private schools but also that only private schools have changed their libraries due to the new law.
