With rapid development of economy and society in China, the process of urbanization is accelerated. In this case, traditional supply model, dominated by the government, can no longer satisfy the needs of society because of increasingly prominent problems, like government funds shortage, inefficient supply management and so on. Therefore, marketization reform becomes an important measure to improve the efficiency of construction and operation of sewage treatment facilities. With rapid development of economy and society in China, the process of urbanization is accelerated. In this case, traditional supply model, dominated by the government, can no longer satisfy the needs of society because of increasingly prominent problems, like government funds shortage, inefficient supply management and so on. Therefore, marketization reform becomes an important measure to improve the efficiency of construction and operation of sewage treatment facilities. This paper, based on the relevant theories of new institution economics and the theory of public goods, makes a theoretical analysis on urban sewage treatment industry and figures out some problems occurring during the process of marketization reform. This paper aims to make it clear that market mechanism is more efficient and effective than government interference in sewage treatment industry. (Less)
