Abstract
The thesis examines the perception of change within organizations in the private and public sectors. Using qualitative interview the thesis presents a study of two interviews, one in an anonymous private company and the other in the Swedish Social Insurance Agency, Försäkringskassan. Both informants function within human resources within their organizations and the thesis ambition is to map these and compare them. Hence, the interview responses are analyzed by general systems theory, sorted by categories in relation to the theory and then compared in a concluding discussion.

One of the largest differences is the individual focus - where the private company considers this as the most important, and the government agency does not. Another difference is the perception of how the system affects the organisation, and the perception of the organization's role and interaction with its context.
The conclusion of the essay is that awareness of the complexity of change and problems in interaction with the system is crucial in order to let the organization evolve and thus secure a good practice. (Less)
