Abstract
Around the world there are people who are on the run, among these people there is a large number of unaccompanied refugee children who for various reasons have been displaced and separated from their parents. When an unaccompanied refugee child is arriving to Sweden, one of the first questions is where the child will live. In Sweden, these unaccompanied children first arrive to a municipality. In this municipality the child lives in a temporary housing while waiting to be passed on to a more permanent living in a so called assigned municipality. Around the world there are people who are on the run, among these people there is a large number of unaccompanied refugee children who for various reasons have been displaced and separated from their parents. When an unaccompanied refugee child is arriving to Sweden, one of the first questions is where the child will live. In Sweden, these unaccompanied children first arrive to a municipality. In this municipality the child lives in a temporary housing while waiting to be passed on to a more permanent living in a so called assigned municipality. The different assigned municipalities work in different ways and have different accommodations to offer these children. The purpose of this study was to develop a deeper understanding of how representatives of various municipalities experience the work with the placement of unaccompanied refugee children. To conduct the study, we used a qualitative approach in which we interviewed representatives of seven different municipalities. In the choice of municipalities, we have made a selection where we chose not to look at arrival municipalities and instead focused on assigned municipalities. This selection was made due to our interest in how the municipalities solve the permanent housing for the children and not the temporary accommodation which arrival municipalities stand for. The theories we have used in our analysis of empirical data is Cullberg's theory of crisis, as well as parts of systems theory in which we limited ourselves to only focus on the family as a system. These theories, together with previous research, helped us to point out some patterns / themes in the analysis, themes we found that the several interviews had in common. The main conclusions we can do in our study is that local reasoning about the choice of accommodation for unaccompanied refugee children, are based on previous experiences. But most importantly, it is concluded that the child's best interests is what forms the basis and what determines the choice of accommodation in the work with the placement of unaccompanied refugee children. The municipalities have different accommodation options that they use in the first place. But sometimes, to meet the child's best, the municipalities are doing exceptions and other accommodations, in addition to the municipality primarily uses, can be considered. Finally, it is clear from the analysis that the work of unaccompanied refugee children could be improved because the representatives of the municipalities mentioned aspects that do not work very well.
