- Changes in a national constitution are in their very nature a fundamental shift in a country’s polity. The focus of this essay is how the local and regional consultation bodies reacted to proposed changes in the Swedish constitution leading up to the actual reform in 2010. This essay is specifically aiming towards finding out how constitutional changes are perceived on a local and regional level of society. The theoretical framework presented is based upon, on the one hand, popular sovereignty and on the other constitutionalism. The focus of this essay is how the local and regional consultation bodies reacted to proposed changes in the Swedish constitution leading up to the actual reform in 2010. This essay is specifically aiming towards finding out how constitutional changes are perceived on a local and regional level of society. The theoretical framework presented is based upon, on the one hand, popular sovereignty and on the other constitutionalism. These are topics that, without a doubt, intersect with national interests, but no consideration is taken to this by the municipalities or regions. This leads to the conclusion that it is misleading to describe the local view on national democracy as neither popular sovereignty nor constitutionalism; but rather as local popular sovereignty.
