”Graffiti är till sin natur illegal” - En uppsats om nolltolerans mot graffiti och dess föreställningar

Abstract
This thesis aims to present the mental constructions behind the zero tolerance against graffiti in Stockholm. By constructing two different frames, those in favor for the zero tolerance and those against, the representation of concepts and mental constructions are exposed. The zero tolerance policy will be investigated by the method of Carrol Bacchi’s “What’s the problem represented to be?” and the positive frame will be examined in contrast of the result of Bacchi’s method. From a context of what role the city plays in our life the zero tolerance and the alternative view is clarified. Both frames will in the end be valued.
