- Abstract
- In order to mitigate greenhouse gas emissions effort must be taken on all levels of society. Personal Carbon Trading (PCT) is a policy not yet in use that focuses on emissions from households. PCT policies could in the near future be applied on a national level. If that happens, it is important to know what distributional impacts it could have in order to better predict and moderate unwanted effects on both the economy and societal equity.
In this study a review of the research available on PCT and its distributional impact is conducted. A comparison with the observed distributional impact of fuel taxes is made to gain insight into the effects of an existing greenhouse gas mitigation policy.

The results show that PCT acts progressively and with negative impacts in rural areas, but the effects vary depending on which emission sources are included in the PCT scheme. More research is required on how PCT’s are affected by behavioral changes caused by the scheme as well as how distributional impacts change over a longer time period. (Less)
