Abstract
The purpose of this study was to examine how different Swedish municipalities proceeded to transform the sanction youth service to practice in the context of the laws, the preparatory works and the guidelines which concern the sanction. Semi-structured interviews were used to acquire the material along with a so-called interview guide, which consisted of a list of fairly specific themes that were intended to be dealt with, but the interviewees had freedom to formulate their answers in their own way and it was possible to also ask questions that were not a part of the interview guide, such as supplementary questions. The purpose of this study was to examine how different Swedish municipalities proceeded to transform the sanction youth service to practice in the context of the laws, the preparatory works and the guidelines which concern the sanction. Semi-structured interviews were used to acquire the material along with a so-called interview guide, which consisted of a list of fairly specific themes that were intended to be dealt with, but the interviewees had freedom to formulate their answers in their own way and it was possible to also ask questions that were not a part of the interview guide, such as supplementary questions. The sample consisted of seven professional social workers in five different municipalities who were involved in the enforcement of the sentence. The interviews were conducted for about two weeks and generated approximately 4 hours and 15 minutes of recorded material. The municipalities could be divided into three groups, "large", "medium” and “small”. The results showed that the municipalities were working in fairly different ways and that there was no outright consensus regarding which young offenders were suitable to carry out the sentence, what the so-called specially arranged activity ought to include, and how the contact with the juveniles should look like during their youth service. Respondents' views on the youth service's main objectives also differed somewhat between the municipalities. (Less)
