Abstract (Swedish)
In the year of 2000 the world leaders signed on the Millennium Development Goals, which is eight measurable and time-bound targets to reduce world poverty and promote human rights. In order to achieve these sets of goals by 2015 a lot of foreign aid is being given.

In the thesis I will show that the organizations Sida and the International Committee of the Red Cross, by studying their documents, both have tendencies of being both Planners and Searchers but also that one can draw the following conclusion:
1. The organization have more similarities than dissimilarities
2. The ICRC showed very little tendencies that could be argued as an approach of a planner were as Sida have tendencies of both a planner and a searcher. (Less)
