The aim of this study was to examine how New Public Management inspired outcome measurement tools is applied and understood by respectively the administrative management and the professionals in a public social work organisation. More specifically, the aim was to identify what different sets of logic they each represented and what unintended adverse processes and outcomes they gave rise to. The Study was carried out as a case study of the application of the outcome measurement tool Forandringskompasset in the homelessness services in the municipality of Copenhagen. The empirical data of the study consisted of official documents describing the tool, reports from meetings with stakeholders, one group interview with representatives from the administrative management and three group interviews and one individual interview with representatives from the professional pedagogical staff on three shelters for homeless people. The theoretical framework of the study was based on a constructivist approach to program theory and organisation theoretical concepts of professionalism. The study showed that the professionals’ set of logic reflected a strong occupational professionalism and that the administrative managements logic reflected an indecisive form of organisational professionalism. It also showed that the individual characteristics of these two sets of logic and the interaction between them resulted in unintended adverse outcomes with regard to the measurement tool. These outcomes comprised weakened validity of the measurement results and increased fragmentation in the organisation. The study also showed that certain aspects of the existing sets of logic mutually influenced each other, and that the interaction between the two sets of logic therefore was crucial with regard to what kinds of unintended adverse outcomes that occurred.
