Abstract
A project is a temporal organization commonly used in private companies to organize workload. In recent years, projects have also become a way of organize the public sector. One explanation of projects’ increase in popularity is the values; controllability and flexibility. Financial support from the EU and from the state is also distributed to project organizations. How does this way of organizing workload in the public sector impact democratic values? Projects, as a form of New Public Management, tend to focus on substance rather than process. Both substance and process are important in a democracy. The purpose of this thesis is to analyze how projects relate to democratic values of substance and process. Is any democratic value more present? Two ideal types; offentligt etos and project, is constructed from a theoretical framework of democracy and project. Three projects in Malmö are reviewed. The projects are compared to the ideal types by interviewing project managers and through studying project documents. The result indicates that democratic substance is present and easy to measure while democratic process also exists but is harder to evaluate to what extent it exists. Further research is acquired to find if any value has a primary position. (Less)
