Abstract
This paper explores the opportunities of developing innovative approaches for new types of social policies aimed at the most marginalized and socially excluded communities that live in the North-Eastern Bulgarian Region of Shumen. The study focuses on the processes of transition and the social conditions in post-communist Bulgaria, the reasons for marginalization, and seeks an appropriate model for a new type of service – the Family Counseling Centers sponsored by UNICEF Bulgaria. The paper explains how this case of partnership between State and nonprofit organization can lead to improvement of the well-being of communities.
