Abstract
Organized crime and terrorism has become more transnational during the last decades. This has broadened and deepened our conception of security and who we think are supposed to provide this. As a result, international cooperation between law enforcement agencies and intelligence services has increased. Intelligence sharing has become more usual but it still has its flaws and it has been difficult for organizations to gain the trust needed.

Organized crime and terrorism has become more transnational during the last decades. This has broadened and deepened our conception of security and who we think are supposed to provide this. As a result, international cooperation between law enforcement agencies and intelligence services has increased. Intelligence sharing has become more usual but it still has its flaws and it has been difficult for organizations to gain the trust needed.
This thesis is a case study of Europol and IntCen, two international cooperations with the main goal to provide security to the European Union by working with intelligence sharing. IntCen is generally described as having been more successful than Europol, and this thesis studies the different factors regarding their work that can explain this. To do this, I use game theory and focus on how the different organizations were built and how they work.
The results I found was the fact that Europol deals with more sensitive information and is also more dependent on the member states to provide this information, which makes cooperation more difficult. IntCen works more with OSINT, which is information that comes from open sources and is generally seen as less controversial. IntCen has also had the opportunity to develop more independently, which has enabled them to be more adapted to the needs of the member states and decision makers in the EU. (Less)
