- This essay analyzes central directional documents of Swedish international development with the aim to analyze the problem representation of gender inequality, using Carol Bacchi's “What's the problem represented to be?”-approach to discourse analysis. Central for this essay's framework is postcolonial feminism pursuantly the understanding of Chandra Talpade Mohanty, as well as a critical approach to a western perspective on gender equality development as linear, according to the understanding of Sarah Katherine Van Walsum and Thomas Spijkerboer among others. - This essay analyzes central directional documents of Swedish international development with the aim to analyze the problem representation of gender inequality, using Carol Bacchi's “What's the problem represented to be?”-approach to discourse analysis. Central for this essay's framework is postcolonial feminism pursuantly the understanding of Chandra Talpade Mohanty, as well as a critical approach to a western perspective on gender equality development as linear, according to the understanding of Sarah Katherine Van Walsum and Thomas Spijkerboer among others. The directional documents at issue tend to understand gender equality as of both intrinsic value, emphasizing a human rights argument, and as of instrumental value, emphasizing gender equality as a mean of attaining other development goals. Rather than understanding gender equality as an issue of power, it is linked to the culture of an imagined homogenous global South. This contributes to the overall depoliticizing of gender equality. Furthermore, a prominent heroine discourse of women in the global South as extremely capable is identified which contributes to a utilitarian argument for gender equality as key in bringing the global South to the gender equality level of the global North. In large, the material reproduces a Western global power structure and, in part, patriarchy. (Less)
