Abstract
Every now and then some politician or political scientists argues publicly that Sweden's democracy would benefit from a change from the current electoral system, PR-system, to a First Past the Post system. A country's electoral system is far from the only tool that can develop the democracy. However, it is a rather forgotten tool. This thesis examines the advantages and disadvantages of Sweden’s proportional system and the First Past the Post system. Based on a normative method, specifically normativ analys i egentlig mening, and based on the values: voter participation, representation, accountability and government stability, I will then argue against a change of electoral system in Sweden, with its own special conditions in mind. Every now and then some politician or political scientists argues publicly that Sweden's democracy would benefit from a change from the current electoral system, PR-system, to a First Past the Post system. A country's electoral system is far from the only tool that can develop the democracy. However, it is a rather forgotten tool. This thesis examines the advantages and disadvantages of Sweden’s proportional system and the First Past the Post system. Based on a normative method, specifically normativ analys i egentlig mening, and based on the values: voter participation, representation, accountability and government stability, I will then argue against a change of electoral system in Sweden, with its own special conditions in mind. To argue in a scientific manner requires a careful specification and hierarchy of the above values. One thing is very clear, to change electoral system requires heavy motif and Sweden does not have those major shortcomings in its current electoral system. (Less)
