Abstract
In 2011, the World Health Organization published their Global Health Sector Strategy on HIV/AIDS 2011-2015. This was a global exhortation to within the given time period try to reclaim control of the international HIV/AIDS epidemic. The purpose of this the-sis is to interpret this document through the perspective of the human rights theorist Susan James. The issue being addressed is what understanding of everyone’s human right to the highest attainable standard of health is expressed in WHO’s Global Health Sector Strategy on HIV/AIDS 2011-2015. In 2011, the World Health Organization published their Global Health Sector Strategy on HIV/AIDS 2011-2015. This was a global exhortation to within the given time period try to reclaim control of the international HIV/AIDS epidemic. The purpose of this the-sis is to interpret this document through the perspective of the human rights theorist Susan James. The issue being addressed is what understanding of everyone’s human right to the highest attainable standard of health is expressed in WHO’s Global Health Sector Strategy on HIV/AIDS 2011-2015. Through a qualitative content analysis with focus on discourse, this thesis concludes that some community groups are viewed as strong right holders, while others are excluded from the very same discourse. The methods of intervention proposed in the Strategy are often drawn up and inspired by western standards, which could result in difficulties when these are being implemented in states that do not have the same opportunities. Through the Strategy, the willingness to do something has escalated to unattainable heights, without the means to realize the targets within the specified time frame. According to James, the Strategy takes the shape of a wish list, an empty rhetoric and a bitter mockery to the needy, as it diminishes and excludes economic, social and cultural factors that effect the enforcing of the Strategy negatively. År 2011 släppte World Health Organization sin Global Health Sector Strategy on HIV/AIDS 2011-2015, en global uppmaning att under den angivna tidsperioden återigen försöka få den internationella HIV/AIDS- epidemin under kontroll. Syftet med denna uppsats är att tolka detta dokument ur mänskliga rättighetsteoretikern Susan James perspektiv kring rights as enforceable claims. Med hjälp av en kvalitativ innehållsanalys med fokus på diskurs ämnar denna uppsats ge svar på vilken förståelse av allas mänskliga rätt till högsta uppnåeliga hälsa som kommer till uttryck i WHO’s Global Health Sector Strategy on HIV/AIDS 2011-2015. År 2011 släppte World Health Organization sin Global Health Sector Strategy on HIV/AIDS 2011-2015, en global uppmaning att under den angivna tidsperioden återigen försöka få den internationella HIV/AIDS- epidemin under kontroll. Syftet med denna uppsats är att tolka detta dokument ur mänskliga rättighetsteoretikern Susan James perspektiv kring rights as enforceable claims. Undersökningen drar slutsatsen att strategin är av mycket bred och diffus karaktär där vissa sociala samhällsgrupper ges status som rättighetsbärare medan andra exkluderas ur samma diskurs. Föreslagna inter-ventionsåtgärder är i många fall utformade och inspirerade utefter västerländska normer vilket riskerar att resultera i implementeringssvårigheter i stater som saknar samma för-utsättningar. Den gemensamma viljan att göra något har i strategin eskalerat till oupp-nåbara höjder där det inte finns möjlighet att realisera strategin inom den angivna tids-ramen. Strategin tar ur James perspektiv formen av en önskelista, en tom retorik och ett bittert hån mot den behövande då den förminskar samt exkluderar ekonomiska, sociala- och kulturella faktorer som påverkar dess effektiva genomförbarande negativt.
