The aim of our study was to clarifying the possibilities for personnel participation through the experiences of the staff itself. Our study took place in Miner Municipality where a new work method was recently implemented. It also investigates the connection between personnel participation and the present leadership. participation into two parts to further be able to see the differences
within the concept of participation. The two parts we have used are participation as influence and participation as responsibility. The personnel have been given the opportunity to express their own experiences of the implementation process. Our data is based on six semi-structured interviews, both with personnel and leaders within the studied organization. The form of leadership present has varied over time and during a period the organization was without a present leader. The results show that leadership plays an important role for the possibility of personnel participation. Not only the possibility but also the way in which the personnel is able to participate.
When the leadership is lacking the personnel is forced to take on a bigger
responsibility, whether they want it or not.
On the other hand when the leadership is adequate the personnel can choose the level of participation they are comfortable with and also express a wish for more or less responsibility. (Less)
