This study’s main purpose is to, through discourse analysis, reveal how and to what extent New Public Management is reflected within the Swedish international development assistance and related politics during the period 2005-2015. The study also aims to explore whether there are other visible steering concepts, in order to discuss ”what comes after New Public Management”.

This study’s main purpose is to, through discourse analysis, reveal how and to what extent New Public Management is reflected within the Swedish international development assistance and related politics during the period 2005-2015. The study also aims to explore whether there are other visible steering concepts, in order to discuss ”what comes after New Public Management”.

With the help of a theoretical framework that has been set up around theories about New Public Management as a steering concept, together with theory about steering concepts as such, I move into a discourse analysis of the Swedish international development assistance politics. I use categories from within the New Public Management concept: The internal control of the organisation (including decentralisation, results-steering and internal control), competition and contracting.

The study shows that New Public Management is the dominating steering concept throughout the period. There are competing steering concepts, related to the Paris Declaration and the Busan Principles on for instance participation and ownership, above all in the beginning and the end of the investigated time period. The politics run during the last year, with the new Social Democratic government in place, also shows strong signs of New Public Governance. (Less)
