Abstract
This report covers how the status of roads in the service region of Linderödsåsen, can and has been mapped. An analysis of the maintenance strategy of Trafikverket, (The Swedish Transport Administration) has been made to reflect how the road network on a local level has been affected. This has been made to find areas of improvement. The content of this report is based on a compilation of interviews made with Trafikverket, along with other operators whose equivalent interest has formed a complimenting foundation in the making of this report. This report covers how the status of roads in the service region of Linderödsåsen, can and has been mapped. An analysis of the maintenance strategy of Trafikverket, (The Swedish Transport Administration) has been made to reflect how the road network on a local level has been affected. This has been made to find areas of improvement. The content of this report is based on a compilation of interviews made with Trafikverket, along with other operators whose equivalent interest has formed a complimenting foundation in the making of this report. Perspectives and thoughts given on the interviews have been confirmed through field studies, and ocular inspections of the larger part of the road network in Linderödsåsen. Subsequently a technical estimation, and final statement showed that the larger parts of the low-traffic network suffers from an extensive maintenance debt, this seems to be accumulating. Calculations were prepared in Excel with help from the Swedish manual “Bära eller brista” as reference for the damage mapping. The extent of damage on different road segments was assessed, and then divided into a category from zero to three. Recommended requirements for IRI “International roughness index” and rut have also been used to compile the final verdict of different road segments. Lastly charts were made to present the deterioration of the road network. In the start of this project a theory was investigated that highlighted the deterioration of the road status was constantly accelerating at a high rate. Later on the study showed that low-traffic roads have a more complex deterioration rate. The study shows that the deterioration rate of low-traffic subsequently flats out as the age of road increases. The working method which is suggested in this report does not display the maintenance debt in monetary values. Instead it is presented in how the lack of maintenance spans out and is presented in a time lag or interval. Calculating the monetary value however is not wrong. The road should be seen as a capital subject. In the beginning an investment was made with a purpose to cater for road users requirements. It has also been paid for with taxpayer money and the monetary decline occurs in line, with the maintenance debt growth along with the decline of the road status. According to professionals in pavement planning the main problem today is the limited budget allocated for the maintenance of roads. To deal with the increasing maintenance debt the strategy has to be changed from a reactive stance to a more active and preventing stance. This must be acted upon in the long term, to achieve a better standard on low-traffic roads. (Less)
