- The question whether Sweden should ratify the UN Convention ILO 169 on indigenous people’s rights, is a central part of the discourse on Sami rights and policy today. In this study, we analyze an official report of the Swedish Government; SOU 1999:25, The Sami - an indigenous people in Sweden. The question of Sweden's ratification to the ILO Convention No. 169. The aim of the study, is to examine how the problem with acceding to the ILO Convention 169, is represented by the commissioner in SOU 1999:25. In this study, we analyze an official report of the Swedish Government; SOU 1999:25, The Sami - an indigenous people in Sweden. The question of Sweden's ratification to the ILO Convention No. 169. The aim of the study, is to examine how the problem with acceding to the ILO Convention 169, is represented by the commissioner in SOU 1999:25. The method used is a form of discourse analysis, called "What's the problem?", in which a number of questions are put to the material. The results show that in the SOU 1999:25, the main problem and impediment to ratify the ILO Convention 169, is formulated to be a question of Sami rights to their land. Our conclusion is that this way of presenting the problem, is based on a reproduction of colonial conceptions. Therefore colonialism in Sápmi can not be considered history just yet. (Less)
