- Today, there is a tendency in society to describe climate change in terms of a security threat and extreme weather, including storms and floods, is portrayed as affecting the security. This discourse can also be seen in the Swedish security policies.
This thesis investigates how the climate change is described as a security threat within Swedish security policies. The aim is to investigate how the climate change is portrayed as a security threat, while also looking at how the discourse has changed over time and ultimately how the emergence of this discourse in the Swedish security policies could be understood. During a short period in the mid-1990s, environmental problems were mentioned as a security issue in Swedish security policies. Shortly afterwards the discourse shifted and environmental issues were explicitly described as standing outside of this policy arena. This approach remained until the mid-2000s and in 2007 climate change was declared as the most serious threat to security. Extreme weather, as well as the connection between climate change and conflicts are mentioned. This thesis highlights some factors which have influenced the emergence of the discourse in the security policies. The broadened concept of security which gained importance after the end of the Cold War can be seen as having had some impact. There was also a shift in Swedish climate policies in the mid-2000s. Climate change was described more seriously and it was also mentioned in terms of a threat. Ultimately, there were some events in the mid-2000s that received high publicity and climate change was frequently given attention in the media and in the society.
