Abstract
The bicycle has many advantages as means of transport in cities. It contributes to an active lifestyle, saving money compared to driving, causing minimal emissions and reduce congestion problems in cities (Pucher & Buehler, 2008). Many municipalities have had a target to reduce the proportion of car journeys in towns in order to contribute to sustainable development, but few have succeeded (Aretun & Robertson, 2013).
By studying the detailed comprehensive plan and local plans for the neighbourhood Mariastaden they have been evaluated to see how much consideration that’s been given for the bicycle in urban planning. The bicycle has many advantages as means of transport in cities. It contributes to an active lifestyle, saving money compared to driving, causing minimal emissions and reduce congestion problems in cities (Pucher & Buehler, 2008). Many municipalities have had a target to reduce the proportion of car journeys in towns in order to contribute to sustainable development, but few have succeeded (Aretun & Robertson, 2013).
By studying the detailed comprehensive plan and local plans for the neighbourhood Mariastaden they have been evaluated to see how much consideration that’s been given for the bicycle in urban planning. The district Mariastaden is located about 5 km northeast of the centre of Helsingborg. The district is relatively new built where the detailed comprehensive plan was developed in the early 1990s and the first local plan was passed in 1995. The district is expanding in stages with the first stage closest to Mariapark. The construction is not yet completed with expansion plans closest to Maria station. The detailed comprehensive plan is lacking in many respects formulations for bicycle transport. The bicycle traffic will be coordinated with the car network as much as possible. There shall also be pedestrian and cycle routes in the park area in the middle of the neighbourhood. The local plans have varying formulations regarding bicycle. Often overshadowed by car and public transport. A shift can be distinguished at the beginning of the 2000s in which more focus has shifted to meet bicycle needs. In 2007 Helsingborg municipality released a bicycle plan for how the municipality could act to increase the bicycle share of transport. Notable was that the plan had the objective to maintain the bicycle share until 2015 to break a downward trend. The measures in the plan involved both in planning reforms and physical reconstruction of existing bicycle paths. A dialogue with the residents of Mariastaden was performed by the municipality at the beginning of 2015. Of the opinions reported in the summary there are 5 opinions regarding bicycling. This suggests little interest of bicycling by the population. From the early 1990s until today, there have been improvements to the bicycle in urban planning. It has been given a higher status and allowed to take more space in the urban space, but yet there is still much to improve in order to give the bike an equal place in community planning. (Less)
