New Public Management i offentlig förvaltning: synen på ledarskap inom lantmäteriet

- The public administration is alleged to be facing major changes. To deal with this, different types of management models derived from the private sector and the New Public Management are implemented. Economic values such as rationality, efficiency and productivity are prioritized at the expense of democratic values such as people power, constitutionalism and public ethics. The government is expected to uphold and defend the economic values when their mission basically can be considered to rest on a democratic foundation.
My paper deals with lantmäteriet as a part of the Swedish government. My purpose is to examine if the perception of leadership in the public service has changed. By studying various documents from lantmäteriet I make a comparison of the views on leadership in 1988 compared to today.
My result shows that the perception of leadership in lantmäteriet today is virtually identical to the approach that existed in 1988. This conclusion makes me wonder if the public administration actually were and is facing change and if an ongoing process of change can be motivated. (Less)
