Abstract
In the summer of 2015, the Swedish parliamentary committee KEX published their final report on how to sharpen the control of Swedish arms sales to non-democratic states. A year earlier, Sweden’s Minister for foreign affairs Margot Wallstrom announced the newly appointed government’s decision to formulate a feminist foreign policy.
The aim of this thesis is to examine whether proposed policies are formulated in accordance with the feminist ambition of the Swedish government. The main study of this paper is a certain democracy criteria, being presented as the key proposal of the KEX-investigation, on how to sharpen the control of arms sales.

In the summer of 2015, the Swedish parliamentary committee KEX published their final report on how to sharpen the control of Swedish arms sales to non-democratic states. A year earlier, Sweden’s Minister for foreign affairs Margot Wallstrom announced the newly appointed government’s decision to formulate a feminist foreign policy.
The aim of this thesis is to examine whether proposed policies are formulated in accordance with the feminist ambition of the Swedish government. The main study of this paper is a certain democracy criteria, being presented as the key proposal of the KEX-investigation, on how to sharpen the control of arms sales.
Through the use of idea analysis, in two consecutive steps, this paper initially examines the feminist nature of the Swedish foreign policy, describing speeches held by Ms Wallstrom. In comparing them to the ideal types of liberal feminism and socialist feminism, the analysis concludes that the foreign policy bears a greater resemblance with the features of the liberal feminist position.
In examining how the democracy criteria is formulated, the conclusion is that it barely stresses the feminist ambition.
A concluding discussion, based on a Feminist security studies approach places the understanding of arms deals in a broader feminist context. (Less)
