Väpnade konflikter och andra oroligheter i världen har lett till att många människor flyr sina hemländer och söker trygghet i något annat land. Många försöker ta sig till Europa. I brist på lagliga vägar tar många irreguljära vägar som ofta medför stora risker. Det vanligaste sättet är att korsa Medelhavet. De flesta båtfärder börjar i Turkiet med mål att ta sig till någon av de grekiska öarna. EU och Turkiet har inlett ett samarbete för att få ett slut på båtfärderna över Medelhavet. Målet är att få stopp på den farliga och illegala människosmugglingen och den irreguljära migrationen. Samarbetet kallas i medier och i folkmun för ett flyktingavtal. I denna uppsats analyseras hur samarbetet förhåller sig till internationell rätt och EU-rätt på migrationsområdet. Att dela på ansvaret för asylsökande genom avtal mellan stater har blivit allt vanligare. Men kan asylsökande skyfflas omkring hur som helst? Regleringar om säkert tredjeland och första asylland, dvs. när asylsökande skickas från ett land till ett annat som har tagit på sig ansvaret för dem och anses vara tillräckligt säkert, är i fokus. In the absence of legal ways many people take irregular routes which usually involve high risks. Crossing the Mediterranean is the most common route. Most boats have Turkey as their starting point with the goal to reach one of the Greek islands. The EU and Turkey has begun a cooperation in order to put an end to this. The goal is to stop the dangerous and illegal smuggling of migrants and the irregular migration. The cooperation is commonly known as the refugee deal between EU and Turkey. As from March 2016 all migrants who reach Greece will be sent back to Turkey.

In the absence of legal ways many people take irregular routes which usually involve high risks. Crossing the Mediterranean is the most common route. Most boats have Turkey as their starting point with the goal to reach one of the Greek islands. The EU and Turkey has begun a cooperation in order to put an end to this. The goal is to stop the dangerous and illegal smuggling of migrants and the irregular migration. The cooperation is commonly known as the refugee deal between EU and Turkey. As from March 2016 all migrants who reach Greece will be sent back to Turkey.

In this thesis I analyse how this cooperation relates to international law and EU law on the subject. To share the responsibility of asylum-seekers through agreements has become more common. But can asylum-seekers be shoved around just any way? The focus will be on regulations concerning safe third county and first country of asylum, that is when an asylum-seeker is sent to another country which has taken on the responsibility for them and which is considered to be safe enough for them.
