- Denna uppsats behandlar migration utifrån partnerskapet Marocko och Europeiska Unionen med dess medlemsstaters migrations och mobilitetsavtal från 2013. Migrationsdiskursen har länge varit mycket omtalad både internationellt och nationellt. Syftet med uppsatsen är att analysera migrationsfrågor ur ett rättighetsperspektiv som strävar efter att förstå och förklara hur Marocko och EU med dess medlemsstater genom avtalet gör betydande skillnad. Avtalet kommer att analyseras med hjälp av ett teoretiskt perspektiv inspirerat av Thomas Pogge. Syftet med uppsatsen är att analysera migrationsfrågor ur ett rättighetsperspektiv som strävar efter att förstå och förklara hur Marocko och EU med dess medlemsstater genom avtalet gör betydande skillnad. Avtalet kommer att analyseras med hjälp av ett teoretiskt perspektiv inspirerat av Thomas Pogge. Utifrån uppsatsens teoretiska ramverk har tre begrepp uttolkats: Institutionell ordning, migration och fattigdom. De tre begreppen är vägledande i analysen och med hjälp av en metod inspirerad av begreppsanalys används begreppen som redskap för att analysera och förklara avtalet om migration mellan Marocko och EU. Uppsatsens frågeställning är: Vilken förståelse för institutionell ordning, migration och fattigdom kan rekonstrueras genom avtalet om migration mellan Marocko och EU mot bakgrund av mänskliga rättigheter?
Analysen förklarar att avtalet mellan Marocko och EU till stor del ser till ökad institutionell kapacitet som ska minska migrationsflödena. I fråga om migration som ett symptom på strukturella problem och en ojämn ekonomisk fördelning erkänns men inga mål i avtalet syftar till att praktiskt implementera förändring. Att det finns en institutionell ordning som gynnar de rika och aktivt gör människor fattiga erkänns inte i avtalet av parterna. (Less) - Popular Abstract

The analysis of this essay explains that the agreement of Morocco and the EU concentrates substantially on institutional capacity that will restrict migration. The agreement does acknowledge that poverty and socioeconomic imbalances are among the fundamental causes of migration, but no practical implementation is included in the objectives of the agreement. The partnership does not affiliate with the fact that the institutional order is benefitting the rich and actively making people poor. (Less)
