Abstract
Initiation of construction of apartments has increased by 26% from 2014 to 2015 in Sweden. This has meant more building permits to treat. Several tasks done by a building inspector has been identified through active observation of the building permit department in Helsingborg. Some of the tasks are review of cases, technical consultation, and visits at building places, final consultation, supervision, internal cooperation. Initiation of construction of apartments has increased by 26% from 2014 to 2015 in Sweden. This has meant more building permits to treat. Several tasks done by a building inspector has been identified through active observation of the building permit department in Helsingborg. Some of the tasks are review of cases, technical consultation, and visits at building places, final consultation, supervision, internal cooperation. By review of cases at the department was a deepening made in this report of two further important tasks of a building inspector, energy- and moisture work. An approved energy calculation is a requirement to obtain a permission to start with the building process, but that is not the case for moisture design documents. An energy calculation is a specification of a buildings energy use. Of the 61 cases that have been reviewed had most of them an energy calculation for their object. However, on average, over 30% had to supplement their energy calculation because they it was not qualified or was incorrect in any other way. The number of moisture design documents were much worse, only two of 61 cases had this document presented. It has proved by reviewing of the inspection plans that in several cases the moisture design document have been made, but these were not found by the occasion when review of cases were done at the building permit department, because it is not a requirement to get a building permission. In the discussion part has a question been raised about how work associated to energy- and moisture is affected by the law and how it should be treated at the building permit department. The energy requirement has also been discussed as well as the requirements of the future would look like. (Less)
