Abstract
To increase productivity in the rail industry, the Swedish Transport Administration (Trafikverket) has decided to increase the percentage of projects procured as turnkey projects. Two recent projects, a railway switch exchange and a track replacement has been contracted as turnkey projects and the purpose of this project is to conduct an experience feedback of them. The goal is to find and enlighten factors that affected the projects. To increase productivity in the rail industry, the Swedish Transport Administration (Trafikverket) has decided to increase the percentage of projects procured as turnkey projects. Two recent projects, a railway switch exchange and a track replacement has been contracted as turnkey projects and the purpose of this project is to conduct an experience feedback of them. The goal is to find and enlighten factors that affected the projects. The exam´s literature study processes with the various forms of contracts used in the rail industry and provides an expanded theoretical basis for innovation, knowledge and experience feedback. Experience feedback aims to utilize and process experience which enable use of experiences to help creating better results and conditions in the future. Data for the work was collected through interviews. The respondents consisted of 11 clients, entrepreneurs and consultants who all participated in one or two of our surveyed projects. The result of the interviews were summarized concerning time, communication, documents, conditions, outcomes and experiences, and showed both the differences and similarities of the various actors' opinions about the projects. The factors that mainly characterized the switch exchange were time pressure and an irregular communication while the track replacement was characterized by time pressure and good communication. The results were then analyzed with respect to two comparisons, the first between the projects and the second from the real perceptions of these turnkey projects in relation to the theoretical image of turnkey projects. The results of these analyses again showed the differences and similarities between the projects and that turnkey projects cannot be implemented in the railway industry in the same way as in other industries because a strong regulatory framework. In conclusion, the authors consider that the actors generally must get used turnkey contracts and roles that follow with them, and work with clearer and better communication and planning. (Less)
