Abstract
The average age of the signalling systems the Swedish railways is high and the technology old. Parts of the current system are over 50 years old and requires a high amount of service due to its old age. Due to an EU-directive regarding interoperability, the current signalling system on the most heavily trafficked parts of the Swedish railway (equal to about 2/3 of the total number of signalling points in the country) will have to be equipped with ERTMS – a new, common signalling system that is to be introduced in the EU – by 2030. The introduction of the new signalling system aims to facilitate trans-border railway transports within the EU trough international compatibility between railway systems.

The average age of the signalling systems the Swedish railways is high and the technology old. The workload in signalling technology is estimated to rise with between 50-100% during the rollout, which will lead to an increased demand for personnel in the signalling technology sector. Meanwhile, a large-scale introduction of a new technology will create new demands for education and experience. Combined, this might result in problems with competence maintenance during the rollout of the new system.
The purpose of this thesis has been to survey the demand of, and actual competence of today and the future in the consultant sector, leading to proposals of measures that can be taken to prevent or suppress problems in competence maintenance that might arise as a result of the introduction of ERTMS in Sweden.
According to this thesis a number of areas within signalling technology will suffer from a shortage of competence. To address this issue and attempt to prevent it, a number of measures and solutions have been discussed. Examples of this are changes in methods, procurement strategies, education and other strategies for how Trafikverket and the rest of the railway sector can act.
This study implies that problems with competence maintenance will cause delays of the rollout of ERTMS unless actions are taken to prevent it. The thesis states that the existence of “ERTMS-fabriken” (the ERTMS-factory in English) – an expression that issues a standardisation and streamlining of the rollout of the new signalling system – is critical to whether it will be possible to fulfil the EU-directive according to the plan for introducing ERTMS in Sweden.
