Medborgardialog som verktyg för demokrati?

Abstract
The Swedish County Council (SCC) has witnessed a decline in public political participation and a lack of trust in government instances over the last decade. These problems are particularly pronounced in socially and economically challenged neighbourhoods where the SCC is requesting new methods to increase public participation. The Swedish County Council (SCC) has witnessed a decline in public political participation and a lack of trust in government instances over the last decade. These problems are particularly pronounced in socially and economically challenged neighbourhoods where the SCC is requesting new methods to increase public participation. This qualitative case study examines how Helsingborg municipality, Sweden, is trying to restore political and public participation in such a neighbourhood through a citizen dialogue project. The case study analyses the citizen dialogue project trough communicative planning theory, Sherry Arnstein’s theory “A Latter of citizen participation” and a qualitative interview with the director of communication at Helsingborg municipality. The results show that the municipality has done significant efforts in restoring public participation in the neighbourhood. With a focus on minority groups the citizen-dialogue has managed to increase public participation and restore public trust, although more time is needed to evaluate the full effect of the project. There are still remaining barriers such as, resources and language-difficulties that the municipality needs to overcome in order to have a fully communicative citizen-dialogue. The study also shows that the dialogue project has served as a source of inspiration to similar projects around Sweden. (Less)
