- On April 6 1994 the genocide in Rwanda started and went on during 3 months
before anyone intervened to make it stop. The rest of the world stood idle by when
almost 800 000 people got killed in Rwanda. This paper will use the two political
theories realism and liberalism to explain why USA acted in such a passive way
towards the genocide. As USA is one of the permanent members in the UN
Security Council with a veto, UN will also be a part of this paper. With the role as
a permanent member USA had a strong impact on how UN acted. The theories
supply quite different explanations where realism gives the strongest explanations
for USAs lack of action. Liberalism gives explanations that are not as strong, as
