The paper provides a deeper understanding of how media descriptions of Sweden affected Norwegian decision-makers. A big part in the decision were the fear of getting too many immigrants, a fear that derived from how the Norwegian media described the consequences of Sweden’s previous, more open immigration policy. That policy had led to insecurity, economic costs and a worsening of the Swedish housing crisis, according to the Norwegian media. Whether true or not, this thesis use the theory of Soft Power and other related theories of ideological influence to understand Sweden’s role in the decision, as well as how the Norwegian media’s description of the effects of Sweden’s previous immigration came to look so dreadful.
