Abstract
Municipalities have many roles in the work of reducing climate change and becoming more energy efficient and there are great opportunities for profitable energy efficiency measures.
2010-2014 the municipality of Hässleholm has conducted an energy efficiency project including energy use in owned and leased buildings and vehicles, machinery, purchased transportation services, and energy use in the water and sewage business and in street lighting. The purpose of this study was to evaluate this project. That have been done through gathering of information about how the energy consumption has changed 2009-2014 and what have been done, and an analysis of what measures that have had the greatest effect.

Abstract
Municipalities have many roles in the work of reducing climate change and becoming more energy efficient and there are great opportunities for profitable energy efficiency measures.
2010-2014 the municipality of Hässleholm has conducted an energy efficiency project including energy use in owned and leased buildings and vehicles, machinery, purchased transportation services, and energy use in the water and sewage business and in street lighting. The purpose of this study was to evaluate this project. That have been done through gathering of information about how the energy consumption has changed 2009-2014 and what have been done, and an analysis of what measures that have had the greatest effect.
This study shows that the total energy consumption in buildings and veichles has decreased by 10 percent. The use of renewable energy in buildings has increased 15 percent and was 88 percent in 2014.
Energy consumption in vehicles has decreased 9 percent and the share of renewables has increased from 12 to 24 percent. The most important measures have included:
• a comprehensive EPC-project including many conversions from oil,
• two new biofuel boilers for district heating,
• State grants and compensation for the remaining part of the additional cost for the lease of gas cars.
Despite considerable progress it is not due to the performance management in the municipality.
There are no procedures on how monitoring of the whole organization should be conducted rationally and documentation of measures are inadequate.
Two key issues regarding the future are if an energy management system and a joint vehicle unit are introduced. There should still be significant potential for further energy efficiency, and decarbonisation of the transport sector. Concerning how strategic environmental work is conducted, there is great potential for improvement. (Less)

Energiförbrukningen i fordon har minskat 9 procent och andelen förnybar energi har ökat från 12 till 24 procent. De viktigaste åtgärderna har inkluderat:
• ett omfattande EPC-projektet, inklusive energiutbyte från olja till andra energislag,
• två nya biobränslepannor för fjärrvärme,
• statsbidrag och ersättning för den återstående delen av den extra kostnaden för hyra av gasbilar.
Trots avsevärda framsteg är det inte på grund av resultatstyrningen i kommunen.
Det finns inga rutiner för hur övervakning av hela organisationen ska genomföras rationellt och dokumentation av åtgärder är otillräckliga.
Två viktiga frågor om framtiden är om ett energiledningssystem och en gemensam fordonsenhet införs. Det bör fortfarande vara en betydande potential för ytterligare energieffektivitet och utfasning av fossila bränslen inom transportsektorn. Om hur strategiska miljöarbetet bedrivs, finns en stor potential för förbättringar. (Less)
