- During the last decades, the concept of climate refugees (or climate induced migration) have been debated in Sweden as well as globally. The debate is fragmented and the suggested solutions are many, foremost concerning different kind of preventive actions and legal protection. The issue is today mostly governed on a supranational or interstate level, but there are actors trying to impact the national level of policy making.
This study uses Maarten A. Hajer’s argumentative discourse analysis with the aim to clarify the Swedish climate migration discourse between 2010-2017. This study uses Maarten A. Hajer’s argumentative discourse analysis with the aim to clarify the Swedish climate migration discourse between 2010-2017. Additionally, the discourse is discussed in relation to its potential impact on Swedish policy making, and compared with the several discourses that have been identified in the global arena between 1980-2015.
Four competing as well as integrated discourses, or problem images, are identified with one being the dominant. The study reveals how the overall opinion is raising the question of a wider refugee definition and extensive preventive actions – but despite that, and Sweden having one of Europe’s most progressive migration as well as climate politics, the government continues to be restrained in the issue of climate migration.
