IOP – en medborgarskapsteknologi. En kvalitativ innehållsanalys om införandet av IOP på arbetsmarknadsområdet i Malmö

Abstract
During the latest decades, active labour market policies have been launched in Sweden with the aim of reducing social exclusion and unemployment. In the wake of this policy, the idea-based public partnership – IOP was formed in 2010. Public institutions sign partnership agreements with actors from civil society to solve welfare problems. Through the IOP civil society has received a renegotiated role from voice to service provider and is now seen as a central part in bringing more people out of social exclusion and into work. Malmö stad is the first municipality in Sweden to sign IOP agreements in the labour market area.

The study is carried out through a theoretical framework of what Barbara Cruikshank calls ‘technologies of citizenship’, which refers to strategies of making citizens active and capable of self-government. By interviewing key actors this study investigates to what extent IOP-agreements can be understood as ‘technologies of citizenship’.
The study shows that IOP can be understood as a technology of citizenship to reduce exclusion. Malmö stad can thereby – through indirect power ¬– use the civil society to form citizens to actively participating in society. (Less)
