The study was based on a text analysis where the proposition Kvinnofrid that represent what the politics argue in this matter, and a document about the social workers code of ethics, written by the social worker’s trade union were analyzed. The analysis aimed to study interpretation possibilities within these documents that could show reason for prostitution agencies to differ from each other, but also from what the politics argue. The study also included an interview with a social worker in Malmo, to examine how they motivate their choice to include harm reduction strategies. What the interview brought was thereby used as part of an analysis tool, alongside the literary theory reader-response criticism, which focuses on text interpretations. As a conclusion interpretation possibilities within the documents could be seen and understood as enabling the possible interpretation that explain the prostitution agencies different choice of action, and also the choice of using alternating strategies related to what the politics argue.
