Abstract
The railway is an important part of the Swedish infrastructure. For several years there has been an increase in traffic as well as in the demand for a well-functioning railway system. However the increased traffic does at the same time set higher demands for availability, reliability and punctuality. In order to meet these demands and to perform maintenance work in an efficient and predictable way, the Swedish Transport Administration (Trafikverket) has introduced maintenance windows. In order to meet these demands and to perform maintenance work in an efficient and predictable way, the Swedish Transport Administration (Trafikverket) has introduced maintenance windows. This means that time is reserved for basic maintenance work ahead in the overall timetable. During the maintenance windows the maintenance contractors have an ability to perform non-emergency track maintenance. The aim of this report is to understand why the maintenance windows are used the way they are and to support the Swedish Transport Administration in future designs of the windows. Because it has been found that the utilization of the windows vary.This report is based on interviews with selected maintenance contractors and on the collection of statistics for maintenance work between week 1 and week 17, 2017. The chosen contracts are: • Southern Main Line: Katrineholm–Nässjö • Western Main Line: Gnesta–Hallsberg • Northern Main Line • Blekinge coastal line and the Coast to coast line • Malmö and South Eastern Scania The result shows that there are several reasons why maintenance windows are used the way they are. An example could be that the time inside the maintenance windows are too short and the contractors cannot do everything that they need to do during that time. Another example is that multiple maintenance windows are at the same time, which sometime forces the contractors to prioritize. Sometimes the maintenance windows are not adapted to the prevailing Working Hours Act, which can lead to lower use. There are too many variables to draw a general conclusion as to why the use of maintenance windows looks the way it does. All contracts do not look the same, so it is not possible to compare the different contracts with each other. Maintenance windows need to be tailored to the needs of the contract and it is necessary to put greater focus on the length of the maintenance windows and where and when they are located. If all this is taken into consideration the use of maintenance windows would probably increase. (Less)
