Prostitution och sexköp - Sexköpsregleringens intention och effekt

Abstract
Prostitution has always existed. Through the history, the seller has been controlled and judged. The buyer, on the other hand, has been able to buy sexual services without interference from the society. However, 1999 was a turning point, when Sweden, as the first nation in the world, prohibited the purchase of sexual services. The criminalization resulted in a new focus towards sex buyers and potential buyers.

The purpose of the prohibition was to reduce the extent of prostitution and take a stand for society’s view on prostitution. The government of that time strove to achieve a normative change, regarding the view and attitude towards buying sex.

The buyer, on the other hand, has been able to buy sexual services without interference from the society. However, 1999 was a turning point, when Sweden, as the first nation in the world, prohibited the purchase of sexual services. The criminalization resulted in a new focus towards sex buyers and potential buyers.

The purpose of the prohibition was to reduce the extent of prostitution and take a stand for society’s view on prostitution. The government of that time strove to achieve a normative change, regarding the view and attitude towards buying sex.

However, the Swedish legislation of sex purchasing is controversial and the question regarding how society should relate to prostitution has been debated for several years. Since the ban was established in 1999, political actors, as well as in media debates and within the academic world, have addressed the issue and the opinions vary.

The effects of the criminalization seem to be a reduced extent of prostitution, at least in terms of the prostitution taking place on the street. Nonetheless, women in prostitution have claimed to witness a tougher climate since the introduction of the prohibition. (Less)

Fenomenet prostitution har alltid existerat. Genom historien har den säljande parten varit synlig och kontrollerad. Köparen däremot har kunnat köpa sexuella tjänster utan inblandning från samhället. Detta tog dock en vändning år 1999 då Sverige, som första nation i världen, införde ett ensidigt förbud mot köp av sexuella tjänster. Kriminaliseringen innebar således en perspektivförskjutning, riktad mot efterfrågan, det vill säga mot sexköpare och potentiella sexköpare.

Syftet med att införa förbudet var att minska prostitutionens omfattning samt markera samhällets inställning till prostitution. Dåvarande regering ville åstadkomma en normativ förändring gällande attityder till sexköp.
