Gender quotas is an ongoing topic. Some believe that it limits the freedom of business owners, while others believe that it is the only way to get rid of the skewed gender representation in corporate boards around the world. In Iceland, gender quotas were implemented for both private and public enterprises in 2013. Based on theories of quotation and neo-functionalism's idea of the spillover effect, in this comparative case study, I analyze statistics from two gender equality indices, to see if gender quotas contributed to an increase in gender equality, when gender quotas was implemented in Iceland. The result of the study is ambiguous; According to one index, there was an increase in gender equality over the years for quotas, which were greater than previous increases, which, according to my definition, are indicative of a spillover effect. According to the second index, a significant increase in gender equality occurred in the years before the implementation of gender equality. Thus, I can neither confirm nor exclude that quotas had a spillover -effect on gender equality over the years for gender quotas in Iceland. (Less)
