I have focused on some key concepts of interdependence that I consider to be most relevant to explaining my case: Power and interdependence, complex interdependence, sensitivity and vulnerability, as well as negotiation. My approach has then been to insert the case into a broader context in order to better understand the case. The results of my studies show that in many cases it is just the mutual dependence between state and municipality that creates the tension between the two players. There are unregulated areas in the border between the government's governance by the municipalities through legislation and it is based on protected municipal self-government. Furthermore, the result shows that international relations in many cases directly affect national dependence between state and municipality. All in all, it shows that mutual dependence is global and rarely has clear limits. (Less)
