Abstract
Has Sweden abandoned its traditions on what foundations military interventions are decided upon, such as a solid UN mandate, valid framework organizations and inviolable legal status of its personnel?
In June 2015 Sweden decided to participate in Operation Inherent Resolve in Iraq. Twelve days later a new defence-policy was decided, focusing on national capabilities. Furthermore, government was criticized for abandoning military interventions decision-making traditions.

Has Sweden abandoned its traditions on what foundations military interventions are decided upon, such as a solid UN mandate, valid framework organizations and inviolable legal status of its personnel?
In June 2015 Sweden decided to participate in Operation Inherent Resolve in Iraq. Twelve days later a new defence-policy was decided, focusing on national capabilities. Furthermore, government was criticized for abandoning military interventions decision-making traditions.
Through qualitative text analysis of public documents originating from the decision-making process the decisions between June 2015 and December 2017 is analysed in order to explain why Sweden choose to participate in Operation Inherent Resolve. The analysis is framed by Graham Allison´s theories on foreign policy decision-making, using the rational actor model and the governmental politics model.
By participating in Operation Inherent Resolve Sweden manage to maintain and develop its broad global cooperation that is vital for Swedish national security and at the same time initiating a security policy change that pays more attention to national capabilities than before. Altruistic rhetoric frames the government bill and sets the conditions for making all political parties favour the decision though there were several vital basics missing compared to Swedish tradition.
