- Abstract
- In 2009 the Swedish parliament decides to discontinue the conscript service, and in 2010 it was replaced by a system based on employed personnel. The purpose of this study is to analyze the factors leading up to the decision to abandon conscript service. This question is interesting to study because the conscript service was reinstated only seven years later due to a worsen security situation and the fact that the new system with employed soldiers and sailors wasn´t able to fill the units with personnel.
Using a qualitative text analysis, this study analyzed various documents using Graham Allison's Rational Actor model and Governmental Politics Model to analyze the case.

The results of the study show there was rational reasons to abandon conscript service because the system was not appropriate for a defense force with a large international focus. Furthermore the study shows that the discontinuation was not fully analyzed and experience from other countries was ignored. A hasty decision was prioritized and was pushed through by the Moderate party which wanted to signal changes in their new party line abandoning their conservative heritage. (Less)
